The primary aspect of gunpowder, nitrocellulose, has been ruled a "high explosive" by Obama.Speculation says it won't affect much because it'll cost the government/military just as much for the loaded ammunition.

Any shipment over 100 pounds was already class 1. It was previously class 4.1 flammable solid.

You can't have it on the same trailer as corrosives, poison gases, oxidizers, radioactive material, dangerous when wet, and some other haz mat.What facilities in the USA would this affect other than General Dynamics St. Marks plant?
