I don't understand it all, but it sounds like if you do about anything to altar a firearm you are now a manufacturer and are required to go through ITAR bullshit.

This would affect every single gunsmith in the nation. With the stroke of a pen, they would criminalize thousands of people.

Heck it almost makes it sound like anyone who would want to do anything to make a rifle more accurate, or add magazine capacity would be subject to it.

There's the problem; it can be "interpreted" in any way "they" want, due to the completely obscure and unspecific way it was written.
