@dddoo7 top picture looks like a 30 cal. (30-06) ruptured case extractor. The bottom picture eludes me at this time.

The brass US devices I believe was used on saddle leather on horses as a means of identifying it was property of the US Government. The basically folded around a leather strap that was on the back side of the horse, behind the saddle.
