Interesting, the shooting incidents in places like chicago are not considered to be "active shooter incidents". Strange. Are they perhaps "inactive shooter incidents" ? Or maybe "Active non-shooter incidents" ? Since they involve shootings, it would seem they would have to be some form of "shooter incident" ...
I wonder why they are excluded? The report does acknowledge that "gang and drug related shootings are excluded" but does not say why. Are ALL chicago shootings gang or drug related? How are they sure. If a toddler is killed in a chicago non-active shooter incident are we SURE that was drug or gang related?
Seems confusing enough to me.
Could it be that the "careful" classification of "shooter incidents" has a political purpose? How could we be sure either way?

Good questions kansas.
The different reports I've seen that the FBI puts out seems to focus on specifically defined groups . . . perhaps for easier analysis of the data. None of them seem to me to have any kind of political agenda. So, I guess we just need to be careful about reading more into the reports than what the data provides.
